      We need the ability to create API Keys for a service account.  Since the service account isn't in Okta, we need to be able to create the service account as a local user in Jenkins and then log into the service account (local user) and create the API Keys that can be used.

      I have created a local user but when I try to log into the local (service) account using the URL https://<jenkins_instance>/login?noSSO I get a prompt to log in, but the username/password for the local service account does not work - I always get invalid username/password.
